Leadership and Contributions

President Chang also founded the Digital Learning and Content Society in 2010 and served as a chairman for four years, and in addition to promoting SIG research groups and “Passing the torch” activities. At the same time, President Chang also established the Digital Learning Science and Technology Journal and TWELF Academic Conference to promote sustainability, excellence and internationalization of digital learning and content. In 2021, in view of the influence of fake news, deeply aware of the importance of media literacy education, President Chang established "Taiwan New Media Technology and Education Association", and served as the first chairman, completed the "News media literacy indicators and scales", according to the development of relevant courses, hoping to help people develop good news literacy.

From 2010 to 2018, President Chang was served as President of National Taiwan Normal University. President’s eight years of innovation and development have allowed National Taiwan Normal University to obtain the Ministry of Education's project to become a university of great and deep cultivation, becoming one of the three universities in world with the most progress in QS global rankings, ranking 289th in the QS global ranking and 58th in Asia. The name of 22, the educational subject has made great progress. In addition to teaching research and administrative services, President Chang also participated in the promotion of industrial and academic cooperation, as a ten-year national project for digital learning to promote the work, to assist the industry to establish a digital learning platform, but also planning enterprise digital learning import and service mechanism. At the same time, experiences in the past spending two years to help CTCI Engineering Company to establish "CTCI University", and also serve as President to promote digital learning within the enterprise. President Chang also took two years to overcome the legal problems: the first holding company of National Taiwan Normal University to industrialize the research results of teachers and students, and so far, the university holding company has set up "Art Sharing Co., Ltd." and " Smart Learning Co., Ltd.".

Philosophy of Governance

In order for Tunghai University students to practice "brave innovation", "science and technology humanities", "multi-regional abilities", "citizen of the world" and "leadership" so that teachers should practice "educational ideal", "social impact", "sustainable development" and "professional growth". It is important and necessary for schools to establish platforms that can effectively and respect multiple academic values and to organize an administrative and academic team that has no personal preference, at the same time work diligently and communicate effectively. Therefore, my philosophy of governing the school can be summed up as "administrative innovation", "cross-subject model", "sustainable development" and "international connection".

In order to realize these four dimensions, President Chang believes that “solid administrative innovation and administrative efficiency”, “establish a management mechanism and performance appraisal system”, “establish a positive, fair and reasonable operation mechanism, "untie the provisions of the curriculum and the opening of schools restrictions", "promote curriculum reform and innovative teaching", "the appointment of famous teachers to drive characteristics and cross-regional research", "strengthen the school identity”, "building and marketing Tunghai University as branding conception”, "creating a green and sustainable campus", "promoting international cooperation and global layout", "expanding the international footprint for students" and "building an international student-friendly campus", respectively, put forward specific implementation. Under the implementation of these strategies, Tunghai University will be able to bring about a new era and a new realm not only be outstanding in Taiwan as well as the globe.

For more than 20 years as the academic and administrative director of National Taiwan Normal University, he has promoted innovative policies to improve the performance of the school's operations and achieve the special features of the school.
During his tenure as President of Nation Taiwan Normal University, he was awarded the Top University Program and the Higher Education Sprout Project to lead the transformation and advancement of NTNU and enhance the international competitiveness and ranking of NTNU.
Deep research in information education, won 3 outstanding awards from the Ministry of Science and Technology (2012-2014,2009-2011,2002-2004).
Chaired by the Distinguished Scholars Research Program of the National Science Committee of the Executive Council (2008-2010).
Awarded the Annual Distinguished Fellow (2020) by the Ministry of Science and Technology.
As the host of the International Education Program for Primary and Secondary Schools of the Ministry of Education and the consultant of the White Paper, he assisted our primary and secondary schools in connecting with the international community.
